Wider Mainland Access Granted to Hong Kong Legal and Certification Services

Joint mainland-Hong Kong partnership law firms will now be allowed to practise throughout Mainland China, while accredited Hong Kong testing companies may now work with mainland organisations on the testing of China-made goods for China Compulsory Certification (CCC).

The two measures were announced jointly by the relevant authorities on the mainland and in Hong Kong and will be incorporated into the Agreement on Trade in Services under The Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA).

Among the specific measures taking effect as of 1 March this year are the following:

  • Joint mainland-Hong Kong partnership law firms will now be permitted to practise throughout the mainland and not just in Guangzhou, Shenzhen or Zhuhai
  • Any Hong Kong testing organisations endorsed by the Hong Kong Accreditation Service and with a competency in testing the relevant products may now cooperate with all designated mainland organisations on the testing of any product processed or manufactured on the mainland that requires CCC
