Procedures and Formalities of Goods Import and Export
Hong Kong is a free port with no restrictions on the right of operating the import and export of goods. Any Hong Kong company or individual has the right to handle goods import and export, and is not required to apply for or register such right with the Hong Kong Special Administrative Region government. But still, the import and export of goods must comply with certain regulations. Companies set up by mainland enterprises in Hong Kong can also enjoy the same right.
For goods entering Hong Kong, the importer must complete customs clearance and declaration formalities with the Hong Kong Customs and Excise Department either by themselves or through an agent. Charges are payable based on the value and nature of the goods imported, with the exception of articles exempted from declaration charge.
Import-Export Customs Clearance Procedures
The importer should complete customs clearance procedures according to the following steps:
Apart from customs clearance procedures, the importer/exporter must submit a customs declaration form containing accurate and complete information to the Customs within 14 days after the goods has been imported or exported. Any importer/exporter who fails to complete this formality, delays submission or furnishes false information in customs declaration violates the law and is liable to penalty:
